Recently released rankings show the Ysleta Independent School District has the No. 1 elementary school and the No. 1 middle school in West Texas, according to the nonprofit research and advocacy group Children At Risk (C@R), which aims to help Texas parents better understand how their local schools are performing.

Among the newly released 2023-24 Annual Texas School Rankings, the K-8 Alicia R. Chacon International School (ARCIS) landed in the No. 1 spot among all West Texas elementary schools and middle schools, with an overall grade of A.

Statewide, Alicia R. Chacon International School is ranked 79th among all elementary schools and 131st among all middle schools.

In addition, when compared to last year, Ysleta ISD doubled the number of schools – from seven to 14 – that were named Gold Ribbon Schools, or high-performing and high-poverty traditional campuses that are more than 75 percent economically disadvantaged and received an A or B grade in the rankings.

Del Valle High School (B-) was among only six high schools in the state – and the only high school in West Texas – to be named a Gold Ribbon School this year. Ysleta ISD saw 13 elementary schools win Gold Ribbon School status among 21 in West Texas; they are:

Other Ysleta ISD high schools that earned top rankings were Eastwood High School (B); Young Women’s Leadership Academy (B); and Hanks High School (B-).


The grading system that C@R uses to rank Texas public schools is based on several factors. Elementary and middle schools were ranked across three different domains and high schools across four domains; they are:

Student Achievement – Student performance on state standardized tests

Campus Performance – How a school compares in test scores to schools with similar levels of poverty

Growth – How students improve on their STAAR tests in a school year

College Readiness (high schools only) – How many graduate on time and participate in other college readiness activities
